I want to put together a macro that can facilitate cross reference checking in HTML and TeX files (NAME against HREF / \ref against \label).
It should collect both a list of anchors and references and show which references don't have a corresponding anchor defined.

Could somebody suggest one ore more macros in the macro library that (partly) could serve as models?

You should check the supplied macro WEBXREF.VDM which was
written by Scott Lambert. It is installed into the ./USER-MAC
subdirectory. Good luck.
