Is there a setting that allows read-only files to be edited but not saved? I'm always working with RO files and many a time I want to delete extraneous lines so I can see the 'guts' of the file, but don't expect to save it.

No this is not currently possible.
You could perform a {FILE, Save as} to save the RO file into a temp
file and then edit that.
