I don't know about PHP syntax file.
However, I think PHP syntax highlight would have the same problem as with CSS. PHP commands are mixed with HTML. If you have PHP syntax file, then HTML syntax is not highlighted. If you have HTML syntax file, then PHP is not highlighted. And the same for CSS and Javascript.
I think some editors have capability to have multiple syntax highlights active in the same file. For example, when the string [?PHP is encountered in the source code, the editor switches to PHP syntax highlight, and when ?] is encountered, it switches back to HTML. This would be a useful enhancement for Vedit, too.
